Choose Dimplex DHCERA15M if you mainly want simple manual ceramic heat with oscillation and value its documented two-year domestic warranty.

Choose De'Longhi Capsule HFX30C18.IW if you expect to carry the heater between rooms and want a verified 1.5kg stated weight, a 900W lower setting as well as 1800W maximum heat, and anti-freeze/summer-ventilation functions.

Neither is an all-purpose winner. The decision is oscillation versus carry certainty and power-setting choice, not 1500W versus 1800W in isolation.
